REGIONAL DEVELOPMENT INITIATIVES
Regional Development
Film Bay of Plenty
In 2016, we founded a regional film office to serve the local region by acting as an economic facilitator, promoting the Bay of Plenty as a desirable screen production location and connecting productions with our locations, crew and infrastructure.
During Film Bay of Plenty's establishment phase our goal was to develop the regions potential by increasing exposure of its assets on the national and international stage, directing investment into key infrastructure, developing the skill base of local crew and creating film friendly protocols.
We successfully pitched to and raised funds from 6 different city councils; leading the way in developing film offices in the regions and creating a sustainable business model that still serves the industry today
Kylie was the Board Chair for 3 years and Anton was CEO for 5 years.
Regional Development
Wairiki Film Studios
One of the visions we had for the Bay of Plenty was to develop infrastructure, specifically a studio, which would build the region’s capacity.
During Antons employment with Film Bay of Plenty, he was able to facilitate the establishment of Wairiki Studios - a partnership between Steambox Collective and Film Bay of Plenty and secure investment from councils, economic and government agencies .
Over the last 3 years, Wairiki Studio has become the base for a number of NZ productions including "Vegas", "Kairakau" and "Ka Whawhai Tonu".
Anton was also a key driver of Tohea, an initiative to create work-placement and training for rangatahi in Rotorua.
Anton Chaired the Wairiki Studio Board for 2 years and remains a committed independent Director.
Community Development
The Z-Nail Gang
Not only was The Z-Nail Gang a feature film about community; making it was an act of community.
We wanted to demonstrate how communities can pull together and mobilize creative momentum that both empowers and unites.
Over the period of pre-production and production we had over 400 individuals and organization giving their time and resources for free. The production was resourced with everything from helicopters, to steady-cams, to drill rigs, to yellow minis (ode to Goodbye Pork Pie) to trucks, makeup product and catering . So although the cash costs of making this film were small, the actual figure of what this production would be valued is in the millions.
The significant community effort was recognised when we were awarded Trustpowers Supreme Community Award.

Community Development
Ted-X Tauranga Talk
All of our projects are based on Asset Based Community Development principles (ABCD). We make a real effort to recognize and value the resources in people and community and share inspiring visions of what is possible based on existing strengths, knowledge and capacity.
It was a privilege for Kylie to be invited to share some of our journey at a Ted-X event in Tauranga in 2016.
Based on our experiences using ABCD locally and in the Pacific, Kylie explained how to recognize and utilize community assets to achieve goals that may initially seem daunting. Watch her message in the video below.
INTERNATIONAL DEVELOPMENT PROJECTS
International Development
Fruit of the Pacific
Fruit of the Pacific was established in 2009 by Kylie. The charitable trust partners with Pacific people that come to work in horticultural jobs in NZ for 3-6 months of each year.
While they are in NZ, we work with them to grow their skills and confidence, as well as facilitate community projects planning, so that, when they return home, these leaders are empowered to be active participants in their community’s development, implementing their visions.
In her role as founder and CEO of Fruit of the Pacific, Kylie has built strong relationships with seasonal workers from Vanuatu, with a significant number coming from the island of Tanna. Work has focused on three key areas: Disaster Recovery, Health Programmes, and Community Development.

Disaster Recovery
Te Puke Tanna & Mill for Malo
In recent years, Kylie has facilitated the successful implementation of two disaster relief and rebuild projects in Vanuatu: Mill for Malo in response to Tropical Cyclone Harold in 2020 and Te Puke Tanna Together in response to Tropical Cyclone Pam in 2015.
Both projects have been delivered in Vanuatu by Ni Vanuatu project leaders. They have had remote support from Fruit of the Pacific for fundraising, resource procurement, logistics and stakeholder communications. This model empowers local communities to drive, manage and own their own rebuild and recovery process.
Disaster recovery has concentrated on community rebuild projects including a cyclone shelter project, clean water provision, resourcing schools, and a sawmill operation, which mills fallen timber to help rebuild kindergartens, school rooms, staff quarters, market houses, and churches.
Community Health Outcomes
Vanuatu Oral Health Awareness
Fruit of the Pacific has educated, trained and mentored Pacific migrant workers to become health champions who will protect, contend and advocate for the healthy lifestyle choices of their traditional cultures, so that their children grow up with a healthy future.
The most successful health programme Kylie facilitated was VOHA: “Vanuatu Oral Health Awareness." This programme empowered a team of passionate RSE workers , come oral health promoters, to take their message to over 5 provinces in Vanuatu and reach over 15,000 children and adults, providing them with toothbrush/paste kits.
VOHAs momentum also inspired stakeholders from all over Vanuatu, NZ and Australia to come together for an international conference Storian Blo Helti Tut. Here Kylie facilitated collaborative discussions between oral health service providers with a key focus on creating positive and effective oral health outcomes for all Ni-Vanuatu.
